Theft only compounds the problems we are having in the real estate industry. I have to agree with you, who's going to enforce it? Maybe we need to invent some kind of invisible paint that only shows up when someone steals scrape metal. It should permanently dye their hands with a Scarlet Letter. "T" for thief.
